This Hon'ble Court, on 10th November,  2017, was pleased to pass the following order:

We have heard Dr. A.M. Singhvi and Mr. Amarendra Sharan, learned senior counsel appearing for the petitioner and Mr. Rahul Mehra, appearing in-person. Considering the rival submissions, we are inclined to stay the operation of the impugned judgment and, in particular, the directions given by the High Court in paragraph 22 of the impugned judgment. We issue following interim directions:- 

 (i) Mr. S.Y. Qureshi, former Chief Election Commissioner of India, who has also served as Secretary in the Ministry of Youth Affairs & Sports, Government of India and Mr. Bhaskar Ganguly, former Indian Captain and International Football Player, 38, Nalta Mahajoti Road, Kolkata-700028, are appointed as the Committee of Administrators (Ombudsmen) for formulation of Constitution of the Federation which will be in consonance with the National Sports Code and the Model Guidelines for the conduct of its business, constitution of the Executive Committee and elections thereto, whilst ensuring that the status and membership of Petitioner Federation is not undermined in any manner in the International Body. They shall prepare the draft Constitution and submit the same within eight weeks along with their report, in a sealed cover before this Court.

(ii) While formulating the proposed Constitution, the Committee of Administrators (Ombudsmen) may take into account the suggestions given by Respondent No.1, if any. (iii) After the report of the Committee of Administrators, along with the proposed Constitution, becomes available, further directions as may be necessary can be issued.

We place on record the stand taken by the Petitioner before us that the present elected body of the Petitioner-Federation is committed to extend its full cooperation to the Committee of Administrators for formulation of the proposed Constitution of the Federation which will be compliant in all respects and ensure transparency, accountability and observance of democratic values in the conduct of the business of the Federation. 

As aforementioned, the directions issued in paragraph 22 of the impugned judgment shall remain in abeyance until further orders, subject to the above directions.

It is fresh matter

It is submitted that Mr. Rahul Mehra, Respondent No.1 in Person has on 14.11.2017 filed an application for Modification of Order dated 10.11.2017 (Regd. as I.A. No.120713/2017) and the same has been placed with SLP Paper Books.

It is further submitted that Mr. Nagarkatti Kartik Uday, Advocate has on 16.12.2019 filed Vakalatnama/Appearance on behalf of Members of the Committee of Administrators (Ombudsmen) appointed by this Hon'ble Court vide Order dated 10.11.2017. He has on 10.02.2020 filed an application for Directions (Regd. as I.A. No.25119/2020) and the same has been placed with SLP Paper Books.

It is further submitted that M/s Raj Bahadur Yadav and D.N. Goburdhan, Advocates have on 05.03.2020 & 13.08.2020 filed Vakalatnama/Appearance on behalf of Respondent Nos.2 and 5.  Mr. Nar Hari Singh,  Advocate has on filed vakalatnama/appearance on behalf of respondent No. 5 as Mr. D.N. Goburdhan has been designated as Sr. Advocate.  Mr. Amrish Kumar,  Advocate has on 08.04.2022 e-filed counter affidavit on behalf of respondent No. 2 (Union of India) and copy of the same has been placed with SLP Paper books.

It is further submitted that M/s Karanjawala & Co., Advocates for the Petitioner has on 21.11.2020  filed an application for Directions (Regd. as I.A. No.120057/2020) and the same has been placed with SLP Paper Books.

It is further submitted that Mr. Shuvodeep Roy, Advocate has on 15.12.2020 and 16.12.2020 filed an application for Intervention on behalf of applicant alongwith application for exemption to file dim and untyped annexures and applications for Urgent Hearing and Vacating Interim Order dated 10.11.2017 (Regd. as I.A. No.131744/2020, I.A. Dairy No.132863/2020, I.A. Dairy No.132355/2020 and I.A. No.132356/2020) and the same have been placed with SLP Paper Books. 

It is further submitted that Mr. Shuvodeep Roy, Advocate for proposed applicant as Intervener has on 29.12.2020 filed an application for permission to file impugned resolution of the Petitioner (Regd. as I.A. Dairy No.136529/2020) and the same has been placed with SLP Paper books.

It is lastly submitted that Mr. N. Sai Vinod,  Advocate has on 06.04.2022 e-filed two separate applications viz (1) application for intervention on behalf of applicant (regd as IA No. 52826/2022) and (2) application for directions  (IA Diary No. 52821/2021).  Copy of the said applications have been placed with SLP Paper books.

The Petitions along with applications are listed before the  Hon'ble Court with this Office Report.
