Counsel for the Respondent Nos.1 to 9, has not filed proof of serving the particulars of heirs of deceased respondent No.10 upon Mr. Vishwapal Singh, Ld. Counsel for the Petitioner and no application for substitution of deceased R.No.10 has been filed so far and the time granted by Hon'ble Judge(In Chamber) has elapsed on 29.10.2020.

Service of show cause notice is incomplete on Respondent No.10(Deceased).
