The matter above mentioned was listed before the Hon'ble Court, on 01st April, 2019, When the Court was pleased to pass the following order:

" Delay condoned. 

 Issue notice returnable in four weeks. 

In the meantime, there shall be a stay of operation of the direction contained in paragraph 28 of the impugned judgment and order of the High Court dated 27 March 2018.  

The Learned Solicitor General of India has assured the Court that the State of Haryana shall fully comply with the orders passed by this Court, as adverted to in the impugned order of the High Court."

Accordingly, show cause notice was issued to all the six respondents. Mr. Nikunj Dayal, Advocate has on 08.05.2019 filed Vakalatnama on behalf of Respondent No. 1 but he has not filed counter affidavit so far. As per tracking report, notice has been delivered in respect of Respondent Nos. 2, 4 to 6. However, notice is not delivered on Respondent No. 3 so far.

Service of show cause notice is incomplete on Respondent No. 3.

The matter above-mentioned is listed before the Hon'ble Courtr with this Office Report.
