This Hon'ble Court, on 27th September, 2023, was pleased to pass the following order:

"1 Issue notice on the application for condonation of delay as well as on the Special Leave Petition.

2 Mr PS Patwalia, senior counsel appears with Kartik Seth, counsel accepts service.

3 The counter affidavit shall be filed within a period of four weeks.

4 List the Special Leave Petition on 30 October, 2023.

5 In the meantime, the Court is assured by Mr PS Patwalia, senior counsel that the contempt proceedings before the High Court will not be pressed."

It is submitted that pursuant to the order quoted above show cause notice was issued to respondent nos. 1,2,5 to 7 through registered A.D. and to respondent nos. 3&4 through Mr. Kartik Seth, Advocate. Counsel has on 10.10.2023 also e-filed vakalatnama on behalf of respondent nos. 1,2 and 5 and filed counter affidavit on behalf of respondent nos. 1 to 5 and he has also filed an application for impleadment to implead all 5 (five) applicants as party respondents (registered as I.A. No. 220361/2023). Copies of reply and application for impleadment have been placed with SLP paper books. Mr. Raj Bahadur Yadav, Advocate has on 04.12.2023 e-filed vakalatnama on behalf of respondent no. 7 but has not filed counter affidavit so far. As per India Post track report notice has been delivered upon respondent no. 6 but no one has entered appearance on their behalf so far.

Service is complete.

The Petition along with applications above-mentioned is listed before the Hon'ble Court with this Office Report.
