The matter above mentioned was listed before the Hon'ble Court, on 13th March, 2023, when the Court was pleased to pass the following order:

" 1 IA No. 43051/2023  IMPLEADMENT:

 Taking   into   consideration   the   averments   made   in   the Interlocutory   Application   seeking   impleadment,   the   application   is allowed   and   the   applicants   are   ordered   to   be   impeladed   as   party respondents. 

 Amended cause title be filed within one week. 

2 IA No. 43057/2023 VACATING STAY:

 Heard   learned   counsel   for   the   applicants   and   perused   the material placed on record.

Issue notice returnable on 06/04­/2023.

Learned   Advocate-on-­Record   for   the   petitioners   and   learned Advocate-­on-­Record   for   the   State   of   Haryana   accept   notice   and service is thus waived off. 

Reply affidavit, if any, be filed within two weeks."

There are total 20 contesting respondents in this matter. R.nos. 21 to 39 are proforma respondents and are deleted vide order dated 10.02.2023.

R.nos. 40 to 54 have been impleaded as party respondents vide order dated 13.03.2023 and accordingly cause title has been amended and being circulated with this office report.

It is submitted that Mr. V. Elanchezhiyan, Advocate has on 27.03.2023 filed vakalatnama and counter affidavit on behalf of R.nos. 4 to 18. Counter affidavit is defective for the reason that required averment regarding "No New facts ........" has not been mentioned in the counter affidavit. However, Copy of the same is being circulated with this office report.

It is further submitted that Mr. V. Elanchezhiyan, Advocate has also on 27.03.2023 filed an application for intervention on behalf of the applicants along with their vakalatnama. The said application is registered as I.A. No. 64081/2023 and copy of the same is being circulated with this office report.

It is further submitted that Mr. Varun Punia, Advocate has on 29.03.2023 filed an application for impleadment on behalf of the applicants along with their vakalatnama. The said application is registered as I.A No. 66474/2023 and copy of the same is being circulated with this office report.

It is further submitted that Mr. Amit Verma, Counsel for the petitioner has on 01.04.2023 filed reply on behalf of the petitioner no.1 to the I.A. No. 43057/2023 (Application for vacation of Stay filed by Mr. Varun Punia, Advocate). Copy of the reply is being circulated with this office report.

It is further submitted that Dr. Monika Gusain, Advocate has filed only memo of appearance on behalf of R.nos. 1 to 3 (State parties). However there service is complete as per tracking.

It is further submitted that no one has entered appearance on behalf of R.nos. 19 & 20 despite due service through tracking.

Service of notice is complete.
