1. This Writ Petition has been filed by Mr. MUDIT GUPTA Advocate on-Record/petitioner in-person, on 19-05-2025, praying therein as under:

a) Issue an appropriate writ, order or direction declaring the "Validation of the Central Civil Services (Pension) Rules and Principles for Expenditure on Pension Liabilities from the Consolidated Fund of India," as inserted by the Finance Act, 2025, as unconstitutional, ultra vires, and illegal ;

b) Issue a writ of mandamus or any other appropriate writ, order or direction directing the Respondents to forthwith comply with the binding judgment dated 20.03.2024, passed by the Hon'ble High Court of Delhi in W.P. (C) No. 6002/2016, which was upheld by this Hon'ble Court dated 04.10.2024 in SLP (Civil) No. 29124 of 2024 titled Union of India and Ors. vs. All India S-30 Pensioners Association and Ors., and take immediate steps to revise the pensionary benefits of the Petitioners as directed by the High Court, including the payment of all arrears as per the court's directions, in a time-bound manner;

c) Issue an appropriate writ, order or direction to the Respondents to pay interest at 12% per annum to the Petitioners, on the delayed payment of pensionary benefits to them, from the date the said amounts became due till the date of actual payment
